Are there supposed to be files posted in the Resources section. I don't seem to see any.

that is correct as it is displayed to you.
In the upper right corner you see the download button. Click on it once and then you can download the file.

I have found that pressing a category tab does not work unless you press the text instead of the rest of the button

If you mean categories like on the screen, then yes they are not active.
This is the name of the category, forums in one category or another are active

no, i meant the white buttons below such as the one below. When clicking the white space, it is highlighted but only pressing the text ("How to use our Forum" in this case) will actually redirect to the desired site.

the "view all available trophies" button in the new trophy dropdown redirects to a "the requested page could not be found" page
